Newz Desk, Durgapur: In a major relief for thousands of employees, the Department of Technical Education, Training and Skill Development has introduced a transfer facility for part-time and contractual teachers and staff of polytechnic institutions across the state. The directive has sparked hope among similar staff members of general degree and engineering colleges, although a separate order for them is yet to be issued.
According to the new guidelines, the academic requirements of colleges and students will be prioritised during transfers. Couples employed in such positions will be considered for postings in nearby institutions. Transfers will ideally take place at the start of a semester or academic year, but may also be processed mid-term if necessary. Mutual transfers will also follow the same rules, and the department may initiate transfers when required.
Priority will be given to applicants with less than three years of service remaining. Employees with at least four years of experience in Zone E (north Bengal polytechnics) will be eligible for transfers to their home district. Female staff over 50 years of age will be considered for posting at the nearest polytechnic to their residence. Employees must complete a minimum of four years in a zone and have at least five years of job experience to apply for relocation.
Earlier, transfers were difficult because these employees were appointed directly by colleges. However, by granting them the status of State-Aided College Teachers (SACT) and bringing them under a unified framework, the department has made the process smoother.
Gopal Ghosh, General Secretary of the SACT Welfare Association, said, “The department has agreed to implement transfer and childcare leave. Mutual transfers may begin first. We were initially disappointed due to the delay in the order, but with this polytechnic directive, we are hopeful again.”
