Active SIM Must for WhatsApp, Telegram: Centre Brings Strict New Security Rule

Newz Desk, Durgapur: To combat digital fraud and cybercrime, the Centre has issued a directive mandating that messaging apps like WhatsApp and Telegram will no longer function on a device without an active SIM card. The new instruction, dated November 28, introduces a security mechanism known as ‘SIM Binding’, which aims to prevent misuse of messaging platforms through inactive or removed SIMs.

Until now, users could verify their accounts with an OTP, remove the SIM, and continue using messaging apps on Wi-Fi or other internet connections. This loophole, officials said, enabled cybercriminals to operate anonymously after discarding SIM cards. The newly mandated SIM Binding technology will close this gap.

According to the directive, the SIM card linked to the user’s messaging account must remain active and present in the device at all times. If the registered SIM is removed or becomes inactive, the associated messaging app will immediately stop functioning on that phone.

Major Changes for WhatsApp Web, Telegram Web

The guidelines also introduce stricter control for the web versions of messaging apps. At present, once users log in to WhatsApp Web or Telegram Web, their sessions remain active for days unless manually logged out. The new rule mandates that:

  • Users will be automatically logged out every six hours.
  • To re-access the web version, users must again scan a QR code from the primary mobile device.

Officials say these steps will prevent unauthorised access, especially when a user is away, as cybercriminals often exploit unattended or previously logged-in web sessions.

Implementation Timeline

The Centre has directed all messaging platforms to implement SIM Binding within 90 days of the notification. Additionally, they must submit a compliance report within 120 days confirming full implementation.

With the rise in online scams, impersonation, and fraud through messaging apps, authorities believe the move will significantly tighten security and reduce the scope for misuse.

Messaging platforms are expected to begin rolling out updates soon to meet the new regulatory requirements.
